Can DOCSIS modems be used to access the MOCA net?

No they cannot.  DOCSIS modems are designed to run on a cable tv plant utilizing their sub 1000MHz system.    MoCA was designed to operate in harmony on the same in home coaxial network above the 1GHz mark so that they don't interfere with each other.
